Mr Axisa's career in the field of migration went as far back as 1927 when he worked with Mr H. Casolani. In 1947 he was appointed Director of Labour and Emigration under Minister J. J. Cole. He helped to make his department more efficient, accompanied Mr Cole on various ministerial visits, organised charter ships for emigrants and took part in discussions to obtain the agreement on assisted passages.
